For the first time in its history, the Province of Quebec adopted, in the Fall of 2002, a water policy covering its entire territory. The citizens of Charlevoix see in this policy the chance for a responsible and far-reaching commitment.
The government wants to reaffirm, through its National Water Policy, its will to recognize water resources as a source of wealth for Quebec and an integral part of its collective heritage. The status of our common heritage implies that all members of the community have the right to have access to water and treat water according to its nature; that the State has the responsibility to regulate water use, set down choices for its use as well as preserve its quality and quantity in the interest of everyone. Therefore, the citizens of Charlevoix have a responsibility to recognise these rights and obligations and make them their own.
Charlevoix International will make its priority to let citizens know what municipalities are enforcing the water policy on their territory.
